UAE Tourist VAT Refunds Now Take One Business Day: What Dubai Retail Founders Should Know
The Federal Tax Authority and operator Planet have launched an AI-powered, paperless tourist VAT refund journey at Dubai, Abu Dhabi and Sharjah airports, cutting refund time from about nine days to one business day. Here is how it works, what joining the scheme involves for a retailer, and what it costs.

DUBAI — Tourists who shop in the UAE can now get their VAT back in one business day, down from about nine days, under a new AI-powered refund platform launched by the Federal Tax Authority (FTA) on October 20.
The FTA built the system with Planet, the authorised operator of the VAT Refund Scheme for Tourists. It is live at Dubai International Airport (DXB), Zayed International Airport in Abu Dhabi and Sharjah International Airport, and the FTA describes the process as fully digital and paperless.
For founders running boutiques, concept stores, electronics shops or other retail businesses that sell to visitors, a faster refund is an easier sell at the till. Here is what changed and what joining the scheme involves.
How the New Refund Journey Works
According to the FTA, the process has two or three steps:
- Register in the app. The tourist downloads Planet’s mobile app and registers by scanning their face and saving images of their passport and bank card.
- Scan at the airport. At departure, the tourist scans a dynamic QR code shown on screens at refund service points, which starts the claim in the app.
- Inspection only if needed. AI routes each claim based on the purchases. If no goods need inspection, the tourist finishes the claim in the app without in-person checks. If inspection is needed, the app sends them to Planet’s smart gates, which use facial recognition, and on to a self-service kiosk.
The FTA says the platform automatically matches invoice and travel data, offers an AI-driven multilingual interface based on the tourist’s nationality, and flags unusual transaction patterns to protect tax revenue. Gulf News notes that tourists can finish departure procedures in minutes, while the refund itself arrives within one business day.
The Numbers Behind the Scheme
The FTA’s announcement gives a picture of how big tax-free shopping has become:
- About AED 4.2 billion in VAT has been refunded to tourists across 25 million transactions since the scheme launched in 2018, up to October 2026.
- Roughly 16,700 retail points of sale are registered and electronically connected to the scheme.
- 769 outlets joined in the first nine months of 2026, after 1,326 joined during 2025.
- In 2025 the value of refunds grew 8% and transaction volumes 5% compared with 2024.
- There are 98 self-service kiosks in malls, hotels and departure points, handling 22.4% of all scheme transactions.
- The FTA expects about four million transactions worth about AED 692 million between November 2026 and October 2027. That is a projection, not a result.
Tourist satisfaction with the service was 93% in the first nine months of 2026, up from 92% a year earlier, the FTA said.
What Joining Involves for a Retailer
Joining is voluntary. The FTA’s retailer registration page says the service is open to persons registered for VAT who supply goods in the UAE. Registration is free and goes through Planet’s website. The conditions:
- You must be VAT-registered with a valid TRN and have filed at least one VAT return.
- You must file returns on time and have no outstanding tax or penalties.
- You need a good credit rating in a credit report. Planet says it runs an AECB check.
The documents listed include your Tax Registration Certificate, trade licence, the authorised signatory’s Emirates ID, a power of attorney or memorandum of association if the signatory isn’t named on the licence, a signed services agreement, a credit-check consent form, and refundable collateral: a security cheque or bank guarantee in favour of Planet Tax Free LLC. Planet sets the amount.
The FTA estimates 11 business days to process a completed application. Planet’s merchant FAQ adds that registration takes three to five working days after FTA approval, and that approved stores get online training.
How the Money Flows
Founders should understand the cash-flow side before signing up. According to Planet’s FAQ:
- Planet pays the tourist’s refund, then invoices the retailer’s TRN for the VAT refunded.
- Invoices are issued every 15 days, with payment due 15 days after the invoice date. The collateral secures this short-term credit.
- Services are not eligible. Goods qualify, except food and beverages, if they stay in their original packaging, unused, and leave the country with the tourist. Shipped or couriered goods do not qualify.
- Planet supports point-of-sale integration for paperless tax-free tags at no charge, but POS provider costs are the merchant’s.
One more detail: the FTA says a TRN that deregisters from the scheme cannot register again, so treat joining as a long-term decision.
What Founders Should Do Now
This is editorial guidance, not tax advice.
- Check your customer mix. If a meaningful share of your buyers are visitors, a faster refund is a sales tool. Say so on signage and at checkout.
- Get your VAT house in order first. Late returns or unpaid penalties will block registration.
- Plan for the collateral and the 15-day billing cycle, and build them into your working-capital planning.
- Ask your POS provider about Planet integration before peak season, so staff are not issuing tags by hand.
- Train staff on eligibility. Food, services and shipped orders do not qualify, and setting expectations at the till avoids disputes later.
Figures are from the Federal Tax Authority, Gulf News and Planet as of November 1, 2026. The November 2026–October 2027 figures are FTA projections. Check the FTA and Planet websites for current requirements.
